CUHK regards teaching and learning as a core function and has developed explicit systems and procedures to ensure and enhance quality. These systems support the main teaching and learning goals articulated in the University's Strategic Plan. As the University has grown in size and complexity, the quality assurance systems have evolved and, increasingly, responsibilities are articulated and devolved, with formal oversight and documentation.
The Integrated Framework for Curriculum Development and Review (IF) sets the parameters for the review of both undergraduate and postgraduate programmes, which are under the oversight of the Senate Committee on Teaching and Learning. The IF has become an important component in the quality assurance framework for formal studies. It specifies the procedures for course and programme reviews and for professional development of teachers for the undergraduate, taught postgraduate and sub-degree programmes. As strengthened by initiatives from the University Grants Committee (UGC), Outcomes-Based Approaches (OBA) to teaching and learning are also adopted.
An audit of the quality of student learning experience at CUHK was undertaken by an Audit Panel appointed by the Quality Assurance Council (QAC) established under the University Grants Committee (UGC) in April 2008. The QAC findings confirm that CUHK is providing a high quality student learning experience that reflects its mission and role statement, underpinned by good assurance systems. In most cases, the recommendations of the report confirm the University’s own assessment and plans, as described in its Teaching and Learning Action Plan for further enhancement of its quality assurance system.
Established in August 2005, the remit of the Joint Quality Review Committee (JQRC) is to provide for the peer review of the quality assurance processes of self-financed sub-degree programmes of the eight UGC-funded institutions; to promote and exchange good practice, and to advise the institutions on the classification of these sub-degree programmes on the Qualifications Framework (QF).
The JQRC Institutional Review in 2008 on CUHK's Self-financed Sub-Degree (SFSD) Programmes confirmed the University's dedicated efforts in upholding an appropriate quality assurance system with good practices identified. The University Extension Board oversees academic programmes leading to sub-degree qualifications in the University.
Over the years, External / Visiting Examiners' assessment and the programme reviews ensure both standards and processes drive continuous improvement. To solicit external advice across a broader front with focus on direction for future strategic developments, a system of Visiting Committees is instituted in place of External / Visiting Examiners.
